Its preety sleek to get your own website, but you will require some basic computer knowledge in other to understand some of these programs. One of the best open source (free of charge) web design programs is the JOOMLA! it is so nice, and makes use of different technologies such as html, css, dom script and others, infact it makes it easier to use all these technologies without having a fundametal knowledge about them.
